Former OFCCP Director and K&L Gates LLP

Craig E. Leen is an experienced attorney, senior executive, and academic, who has served in government at the federal, county, and municipal levels, as well as in the private sector.

Craig joined K&L Gates LLP in May 2021 as a partner in the labor, employment, and workplace safety practice.

Craig is a Professorial Lecturer in Law at The George Washington University Law School . He also served on the adjunct law faculties at Florida International University and the University of Miami and served on the administrative faculty at George Mason Law.

Craig formerly served as the Director of the Office of Federal Contract Compliance Programs (OFCCP) in the U.S. Department of Labor, after previously serving as Deputy Director and Senior Advisor.



Craig was a very active Director, known for his transparency and engagement with the stakeholder community, with numerous directives, rulemakings, information collections, enforcement programs, and compliance assistance resources issued by the agency during his tenure.

Craig is also well-recognized as a strong advocate and resource on disability inclusion initiatives. He received four Secretary’s Honor Awards while at DOL, including one for the Section 503 focused review program that he championed. In addition, he also received an award from the AAAED in October for his work supporting disability inclusion.

In addition to being on the faculty for the Institute, Craig was recently named to the Board of Circa, and the Advisory Board for eightfold.ai.

Prior to moving to Washington, Craig served as City Attorney of the City of Coral Gables, where he was the general counsel and chief legal officer for a full-service municipality in Florida. He was previously the Chief of the Appeals Section and then Chief of the Federal Litigation Section at the Miami-Dade County Attorney’s Office, where he was counsel of record in many federal and appellate cases.

Early in his career Craig was an associate at several international law firms and served as a law clerk to the Honorable Robert E. Keeton, US District Judge, District of Massachusetts.

Craig is admitted to practice law in Florida, Massachusetts, New York, and the District of Columbia, and is board certified (inactive) by the Florida Bar in city, county, and local government law.
